2014 Colorado Small Group Changes

  1. Small Group Health insurance (less than 50 Employees) will have a lot of changes in 2014.
  2. Small Group Employers will continue to have no penalties for not offering employees insurance.
  3. Small Groups will be rated differently in 2014 with each family member applying towards the premium, max charge for three children under age 21. Children over age 21 will be rated as Adults.
  4. Children under age 26 will still be allowed to stay on the Family policy.
  5. Plan designs are significantly changed for some employers. No deductible is supposed to be over $2,000 although this rule was relaxed for 2014. Plans like the popular Small Group $5,000 deductible HSA will no longer be offered.
  6. Plan designs will have to fit into the Metal Tiers (Bronze, Silver, Gold and Platinum) with actuarial values similar to individual plans.
  7. Deductibles and Copays must now contribute to the Overall Max out of Pocket which can't exceed limits set for HSA plans of roughly $6,350/person.
  8. Fewer HSA type plans will be offered in Small Group. (More will be offered on the individual side with its greater plan design flexibility).
  9. Smaller HMO or limited PPO networks will become the norm.
  10. Employers will have new Carriers to choose from.
  11. A Small business Tax credit will increase from 35% to 50%, but this Tax Credit is rarely used because the target conditions: $25,000/yr annual wages and less than 10 employees (Owners can't benefit) make it impractical.
  12. A careful analysis of the small business Tax credit needs to be made to make sure that the employee benefit of offering group health insurance exceeds the penalty the Employees and their dependents get by losing their ability for Individual Tax subsidies.
  13. The Shop Exchange will allow employers to offer multiple Carriers to their employees. Example: Now a smaller Employer can let their employees choose from multiple Small Group Carriers like Anthem, Kaiser and Humana.
  14. Composite and four tier rating will go away. Each member of an employee's family will be rated (Spouse and dependents over 21 will be rated, but only up to three children under 21 will be rated).
  15. Some smaller groups are expected to drop group health insurance and simply raise wages so Employees can buy individual Guaranteed issue insurance. Lower paid employees will benefit from individual Tax credits or Medicaid and Child Health Plan Plus in some instances.
  16. Some Employers will still prefer Group Health insurance because of its business Tax deductibility and employee expectations.
  17. Employer requirements, like notification of the Exchange, will rise.
